You can see Hoel in the comments section there saying he can't remember Richard's comment (I assume it was at https://www.theintrinsicperspective.com/p/why-i-am-not-an-effective-altruist/comment/8413657 ) but that it must have violated his moderation policies, but he wouldn't respond when I asked what policy I violated. I'm also blocked by him on twitter, likewise with no explanation. But I suppose there's a kind of anthropic principle/selection effect in which people banned by him are unlikely to keep reading him in order to witness him being charitable to anybody.

I haven't found Hoel to be that charitable. He banned philosopher Richard Chappell for pointing out he'd misinterpreted a philosophy paper:
